Badakhshan province learns how to manage public health clinic and school building projects

Representatives from various line departments came together to attend a training in construction project management.

Project engineers learnt how to plan, implement, manage and monitor construction projects on district and provincial level.

A total of 20 participants took part from various departments in Badakhshan, including the Department of Public Works (DoPW), Department of Rural Rehabilitation and Development (DRRD), Department of Education (DoE), Department of Water Management (DoWM), Department of Urban Development (DoUD)

Understanding the importance of infrastructure projects for the social and economic development of the communities in Badakhshan is vital to the province’s administration. However, to make progress in developing the infrastructure sector, e.g. health clinics or schools, proper knowledge is required of planning, implementing, managing and monitoring such projects. Today, as part of an Afghan-German cooperation initiative, a six day training on construction project management for Badakhshan line departments came to a close in Faizabad, the capital of Badakhshan. A total of 20 participants took part from various departments in Badakhshan, including the Department of Public Works (DoPW), Department of Rural Rehabilitation and Development (DRRD), Department of Education (DoE), Department of Water Management (DoWM), Department of Urban Development (DoUD) and Faizabad Municipality. They received training in project cycle management, roles and responsibilities, planning, execution, monitoring, risk management, quality management, human resource management and procurement.

The training aids those departments in Badakhshan responsible for small to medium-sized infrastructure projects, financed either by the Afghan government or contributions from donors. With the knowledge they gained from the training, engineers responsible for infrastructure projects in administrative roles will be able to initiate, plan, monitor, control and close projects based on construction project management planning, thus improving the ability of line departments to manage construction projects. 

To show how important infrastructure projects are in people’s daily lives and for communities’ social and economic progress, the ceremony marking the close of the training was hosted by the Acting Director for the Department of Economy, Mr. Abdul Hasib Daqiq and Head of Independent Administrative Reform and Civil Services Commission Mr. Sharif Khan Mobariz with Afghan-German Cooperation representatives attending. The training was requested and run by the Department of Economy in Badakhshan, supported by the Regional Capacity Development Fund (RCDF) and the Regional Infrastructure Development Fund (RIDF) and financed by the German Federal Ministry for Economic Cooperation and Development (BMZ).

As part of the Afghan-German Cooperation strategy, the RCDF is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The RCDF provides supports for its Afghan partners’ development priorities both on a provincial and a district level in six of Afghanistan’s Northern provinces.  At the same time, the RCDF provides training and coaching programmes for civil servants. With its broad range of activities, the RCDF aims to increase Afghan ownership of the development process, strengthen Afghan state institutions on the sub-national level and promote transparency and inclusiveness.
